State approves Zenith Energy’s air quality permit

The DEQ found Zenith was in compliance with state law, had met all applicable rules and regulations and had submitted a complete permit application, including an updated land-use credential issued by the city of Portland.

The Oregon Department of Environmental Quality has issued Zenith Energy’s air quality permit, allowing the controversial company to continue storing and loading crude oil and renewable fuels at a hub in Northwest Portland. State regulators issued the permit on Thursday after evaluating more than 800 written and 60 verbal comments, many of them opposing the permit. Zenith needed the permit approval to continue operations at the Critical Energy Infrastructure hub on the Willamette River. The Houston-based Zenith’s presence in Portland has attracted fierce backlash in recent years from environmental activists and some city residents concerned with the company’s myriad violations and the potential for fuel spills and explosions in the event of a large earthquake in the region. Zenith is one of 11 fuel companies at the hub.Lisa Ball, an air quality permit manager with DEQ, said the agency issued the permit because it found Zenith was in compliance with state law, had met all applicable rules and regulations and had submitted a complete permit application, including an updated land-use credential issued by the city of Portland. The new permit requires less frequent state inspections and company reporting requirements than Zenith’s previous permit, Ball said, though the department retains the authority to inspect the company as needed or in the case of violations. Ball said the new permit is also more stringent than Zenith’s previous permit because it prohibits crude oil storage and loading starting in October 2027 and includes stricter emission standards. It requires Zenith to reduce by 80% the amount of emitted volatile organic compounds, known as VOCs, a group of air pollutants that can cause irritation to the eyes, nose and throat, damage to the liver, kidney and central nervous system and, in some cases, cause cancer. It also adds PM 2.5 and greenhouse gases – chiefly carbon dioxide – to the company’s regulated pollutants. PM 2.5 are tiny particles that are small enough to penetrate deep into the lungs and even enter the bloodstream. “This permit is more protective of human health and the environment,” Ball said.Environmental groups have disputed that characterization and said their own analysis – submitted as part of the public comments on the permit application – shows Zenith will not meet the emissions limits in the newly granted permit. “DEQ chose to accept Zenith’s mathematical sleight of hand despite expert analysis showing real-world pollution will be much worse,” said Audrey Leonard, an attorney with Columbia Riverkeeper, a Hood River-based environmental group focused on protecting the river. “The public knows better – Zenith’s expansion of so-called renewable fuels will result in more harm to our rivers, air and communities.” A previous analysis of Zenith’s draft air quality permit application by The Oregonian/OregonLive showed the permit, if approved, was not likely to lead to substantial emission reductions because Zenith is currently emitting far below the cap of its previous permit limits. The analysis also found the permit would likely pave the way for Zenith to significantly expand the amount of fuel it stores in Portland because renewable fuels such as renewable diesel or renewable naphta produce less pollution, allowing the company to store more of them without going over the permit limits. Zenith officials praised the permit approval and said the company’s transition to renewable fuel storage would ensure Oregon has the supply it needs to meet its carbon reduction goals. “The infrastructure investments being made during this transition will also ensure our terminal continues to operate at the highest standards of safety. We look forward to supporting regional leaders in creating a lower-carbon future,” Zenith’s chief commercial officer Grady Reamer said in a statement. In the meantime, Portland is still in the midst of an investigation into the potential violations of Zenith Energy’s franchise agreement, including whether Zenith violated the law when it constructed and used new pipes at an additional dock on the river – without reporting it to authorities – to load renewable and fossil fuels. City officials have said the investigation would likely conclude by the end of the year. Also ongoing: a legal challenge over the city’s land-use approval for Zenith, filed by environmental groups with the Oregon Land Use Board of Appeals. Portland officials have had a complex relationship with the company. The city denied Zenith’s land-use credential in 2001 and defended the decision in court before reversing course and approving it with the condition that Zenith transition to renewable fuels and secure a new air permit with more stringent emission limits. In February, despite mounting opposition from local activists, city staff once again approved a land-use credential for Zenith.The approval came after DEQ last year found Zenith had been using the McCall dock and pipes to load and unload fuels without authorization. As part of the sanctions, DEQ officials required Zenith to seek a new land-use approval before continuing its air quality permit process.DEQ officials said they would reevaluate Zenith’s air permit if the legal case or city investigation led to any changes to the status of the land-use approval – such as if the city revoked it or the state land use panel invalidated it.The newly issued air permit is valid for five years. (Courtesy of Luis Santana)As Luis Santana motored out onto Clear Lake this August, it seemed at first like a normal summer day out on the water: warm air, cloudy skies, and the wide lake waters full of what seemed like bubbles from the waves.  “Then I stopped, and I was like, Oh my god,” Santana, a fisheries biologist with the Robinson Rancheria tribe, recalls. Those weren’t bubbles; they were millions of dead threadfin shad, and others. “I saw literally every species of fish found in the lake,” except for the Clear Lake tule perch, Santana says. The measurements he took that day revealed what likely killed them: a near-total lack of oxygen in the lake. The fish had, essentially, suffocated. Amid the silver-lined shores, one fish washed up that no one had known to be a resident: a dead seven-foot-long white sturgeon. It was Clear Lake’s first on record. No one knows for sure how it got into the waters, but Santana thinks it died with the shad. White sturgeon (Acipenser transmontanus), the biggest freshwater fish in North America, live in the Bay-Delta. They became a candidate for listing as a threatened species under the California Endangered Species Act after a 2022 harmful algal bloom that killed hundreds of them.  Big ’un: A white sturgeon—in Clear Lake? (Courtesy of Luis Santana)This fall’s fish die-off is the lake’s largest since at least 2017, according to records from the Big Valley Band of Pomo Indians. And it is yet another environmental black mark for a lake—California’s largest freshwater body—that has been consistently troubled by poor water quality. Now, scientists are uncovering the exact cause of the die-off—and analyzing the sturgeon for more answers. For Angela DePalma-Dow, a lake scientist and executive director of the Lake County Land Trust, the event reminds her: “There’s so much we can learn from Clear Lake.”  As a five-year-old, Santana spent every summer day swimming in Clear Lake. That’s a distant dream now. The summer lake—despite the name—is rarely clear; more often, it’s clouded dirty green as harmful algal blooms take over the waters. Sometimes, Santana thinks the water smells like sewage. “I don’t think my kids have ever swam in Clear Lake,” Santana says.  Fish die-offs and fish kills are a consequence of these impaired conditions, especially the frequent harmful algal blooms (HABs), during which algae decompose and strip the water of oxygen (while also filling the water with cyanotoxins). The Big Valley Band of Pomo Indians has tracked harmful algal blooms in Clear Lake since 2014. The program started after five years of “thick, noxious blooms covering [Clear Lake’s] surface” (as the tribe writes in a history of the program) and no regular monitoring from the state, despite recommendations from the California Office of Environmental Health Hazard Assessment. “We just needed to have more data,” says Sarah Ryan, the environmental director at the Big Valley Band of Pomo Indians.  “It seems like they have fish kills every year,” says Ben Ewing, who studies the endemic Clear Lake hitch, a large minnow, at the California Department of Fish and Wildlife. “I lost track with how many.” In 2017, the state Legislature formed a committee to restore the lake, citing high mercury levels, dangerous contaminants in fish, and the regular HABs; to date, it has led to tens of millions in state funding for research, restoration, and education projects on Clear Lake, including helping sustain water quality monitoring cut by the state during the Covid pandemic.  Cyanobacteria bloom at Redbud Park, in Clear Lake’s southeast arm, in July 2020. (Courtesy of Big Valley Band of Pomo Indians)This die-off, Ewing says, caught lake-watchers off guard because 2025 seemed like the year Clear Lake might escape a fish kill. The characteristic pea soup of harmful algal blooms had been noticeably absent. Instead, the cause was likely a perfect storm of other conditions, says Ewing. “Everything had to line up correctly for this to happen,” he says.  Two bountiful water seasons laid the ground for it, DePalma-Dow explains. Fish populations—especially nonnative bait fish like shad—boomed with the increased water, which also meant some fish naturally died. She speculates that as their bodies decomposed, they stripped oxygen from the water column. Then, this fall, heavy winds came and distributed the low-oxygen water throughout the water column. A series of cloudy mornings arrived, during which the lake’s aquatic plants couldn’t respire oxygen back into the water. So more fish likely died, triggering oxygen levels to further plummet. Eventually, conditions became fatal for all species of fish. Santana says he measured “basically zeroes on every level” for dissolved oxygen through the water column. DePalma-Dow says this process is just the lake self-regulating, as fish populations outstrip the oxygen available. “This is totally not surprising for a lake cycle event,” she says. “This is a big, huge, natural system.” Santana blames human disturbance for the die-off. “We took away all the habitat that could potentially negate any of these effects,” he says. Clear Lake has lost up to 90 percent of its wetlands, he says, and creeks that might once have provided an infusion of oxygen-rich water into the lake now run dry in May and June. “There’s just so many things we’re taking and taking and not giving back,” he says.  A satellite image of Clear Lake during a May 2024 algal bloom. (Sentinel-2 satellite, via the Copernicus browser)In lieu of those natural processes, technological solutions are being considered: Researchers from UC Davis are exploring installing oxygenators in Clear Lake that could trap nutrients in the sediment under a thin layer of oxygen, theoretically reducing the number of harmful algal blooms—and, possibly, keeping oxygen levels higher so more fish can breathe. “That would be one of the hopeful outcomes,” says DePalma-Dow. Neither the state nor county put out a press release about the die-off, Ryan notes. “It’s always better if you can anticipate the questions and try to get information out.” For now, those living by the lake watch (and smell) the dead fish decompose. “There’s really no post support,” she says.  The August die-off on Clear Lake silvered the shoreline. It claimed fish of “literally every species,” says Luis Santana, a Robinson Rancheria fisheries biologist. Many fish probably survived, in nooks and crannies. With good winter rains, they can breed and repopulate the waters by spring. This die-off is just another challenge for a beleaguered lake.  As for the sturgeon? USGS scientists were trying to figure out how old it was, and hoping to answer when it got to the lake, but the government shutdown has since paused their work. And they cannot answer questions about their research until the shutdown ends. Santana’s observations of the sturgeon showed it was a female with eggs. For now, the giant fish is a reminder of the treasures that may hide in Clear Lake’s murky waters. “Every year is a mystery and surprise,” DePalma-Dow says.

Your overall sleep pattern could shape your mood, brain function and even long-term health.Researchers from Concordia University in Montreal identified five distinct sleep profiles that may help explain why some people feel well-rested while others struggle with fatigue, poor focus or emotional ups and downs.The findings, published Oct. 7 in PLOS Biology, show that these “sleep-biopsychosocial profiles” reflect a mix of biological, mental and environmental factors — from stress and emotions to bedroom comfort — that all affect how well you sleep.“People should treat their sleep seriously,” study co-author Valeria Kebets, a manager at Concordia’s Applied AI Institute, told NBC News. “It affects everything in their daily functioning.”The researchers identified five sleep profiles:1. Poor sleep and mental healthPeople in this group reported the worst sleep quality and higher levels of stress, fear and anger. They also had a greater risk of anxiety and depression.These individuals had poor mental health or attention issues but said their sleep felt fine, suggesting “sleep misperception,” or being unaware of underlying sleep problems, researchers said.3. Sleep aids and sociabilityThis group used sleep aids, but also reported strong social support and fewer feelings of rejection. However, they showed lower emotional awareness and weaker memory.4. Sleep duration and cognitionPeople sleeping fewer than six to seven hours a night scored lower on tests measuring problem-solving and emotional processing. They also showed higher aggression and irritability.5. A plastic recycling industry potentially worth £2bn and 5,000 jobs is dying in the UK because of government failure to close a loophole which allows 600,000 tonnes of plastic waste to be exported each year.The Guardian can reveal that in the past two years 21 plastic recycling and processing factories across the UK have shut down due to the scale of our exports, the cheap price of virgin plastic and an influx of cheap plastic from Asia, according to data gathered by industry insiders.Britain’s exports of plastic waste to developing countries increased by 84% in the first half of this year, in what critics say is unethical and irresponsible waste imperialism.In particular, UK exports soared to Indonesia – a country struggling with an environmental crisis from plastic pollution – amounting to more than 24,000 tonnes. Vanden Recycling is also closing its plastics processing site in Whittlesey, Peterborough.Keeping the waste material collected from households within the UK to be cleaned, sorted, processed and turned into recycled products, is better environmentally, captures the carbon within the plastic, and creates jobs and growth, experts say.But policymakers have not made the key changes needed to stop incentivising plastic waste exports.I don’t want to wonder if there is a boy whose life has been wasted somewhere because of me throwing something in a binMcleary said the continued export of waste plastic should be an affront to our civilised society. He cited the deaths of 200 young people in Turkey that were exposed earlier this year by ISIG Meclisi, which carried out the first ever analysis of workplace deaths in the country’s recycling industry. The UK was the largest exporter of plastic waste to Turkey in 2023.The investigation, called Boy Wasted, revealed that two people are crushed, ripped, or burned to death in the sector every month, and that this has been the case non-stop for the past 10 years.Mcleary said there was a need for a level playing field for the UK plastic recycling industry. “I don’t like closing plants, it’s jobs and it’s people lives,” he said.“Fundamentally I believe you need to take responsibility for our waste ourselves. It is just common sense as a human being. I don’t want my rubbish to end up in Malaysia. Photograph: Teamjackson/Getty ImagesAn industry source said it was important that policymakers started seeing waste as critical infrastructure.“If we were to stop exporting plastic waste, and we were to meet our increased recycling target of a 65% recycling rate for municipal waste by 2035, we would need to build 400 new factories across the UK – 20 of them would be sorting facilities and 20 would be processing facilities turning the material back into products,” the source said.“This is a key growth area and has a carbon benefit because it stops the plastic being incinerated and used in energy for waste.“But the risk is now that we are exporting material and the investment and the jobs to other countries.”The government said it was committed to cleaning up the nation and cracking down on plastic waste.“For too long plastic waste has littered our streets, polluted Britain’s waterways, and threatened our wildlife,” a spokesperson said. “Our packaging reforms will collectively underpin £10bn worth of investment in new sorting and processing facilities, while delivering the deposit return scheme will ensure more plastic is recycled and not chucked away as litter or left to rot in landfill.”

Newsom signs first-in-nation law to ban ultraprocessed food in school lunches

California is the first state in the country to ban ultraprocessed foods from school meals, aiming to transform how children eat on campus by 2035.  In the cafeteria of Belvedere Middle School in the Los Angeles neighborhood of Boyle Heights, Gov. Gavin Newsom signed a measure that requires K-12 schools to phase out foods with potentially harmful ultraprocessed ingredients over the next 10 years. The requirements go above and beyond existing state and federal school nutrition standards for things like fat and calorie content in school meals. California public schools serve nearly 1 billion meals to kids each year. “Our first priority is to protect kids in California schools, but we also came to realize that there is huge market power here,” said Assemblymember Jesse Gabriel, an Encino Democrat. “This bill could have impacts far beyond the classroom and far beyond the borders of our state.” The legislation builds on recent laws passed in California to eliminate synthetic food dyes from school meals and certain additives from all food sold in the state when they are associated with cancer, reproductive harm and behavioral problems in children. Dozens of other states have since replicated those laws.  The bipartisan measure also comes at a time when U.S. Health and Human Services Secretary Robert F. Kennedy, Jr.’s “Make America Healthy Again” movement has shone a spotlight on issues including chronic disease, childhood obesity and poor diet.  The term “ultra-processed food” appears more than three dozen times in the MAHA report on children’s health released in May. A subsequent MAHA strategy report tasks the federal government with defining ultraprocessed food. California’s new law beats them to the punch, outlining the first statutory definition of what makes a food ultraprocessed. It identifies ingredients that characterize ultraprocessed foods, including artificial flavors and colors, thickeners and emulsifiers, non-nutritive sweeteners, and high levels of saturated fat, sodium or sugar. Often fast food, candy and premade meals include these ingredients. Researchers say ultraprocessed foods tend to be high in calories and low in nutritional value. Studies have linked consumption of ultraprocessed foods with obesity. Today, one in five children is obese.  Ultraprocessed foods are also linked to increased cancer risk, cardiovascular disease and diabetes. Studies have found sweetened beverages and processed meats to be particularly harmful, said Tasha Stoiber, a senior scientist at the Environmental Work Group, which sponsored the legislation. Kids are particularly susceptible to the effects of ultraprocessed foods, she said. “Ultraprocessed foods are also marketed heavily to kids with bright colors, artificial flavors, hyperpalatability,” Stoiber said. “The hallmarks of ultraprocessed foods are a way to sell and market more product.” Gabriel said lawmakers and parents have become “much more aware of how what we feed our kids impacts their physical health, emotional health and overall well-being.” That has helped generate strong bipartisan support for the law, which all but one Republican in the state Legislature supported.  A coalition of business interests representing farmers, grocers, and food and beverage manufacturers opposed it. They argued the definition of ultraprocessed food was still too broad and ran the risk of stigmatizing harmless processed foods like canned fruits and vegetables that include preservatives. Vegetarian meat substitutes also generally contain things like processed soy protein and binders that may run afoul of the definition. Gabriel contends that the law bans not foods but rather harmful ingredients. The California Department of Public Health now must identify ultraprocessed ingredients that may be associated with poor health outcomes. Schools will no longer allow those ingredients in meals, and vendors could replace them with healthier options, Gabriel said. Scientists Suspect Fracking Contaminated This Pennsylvania Town’s Wells

This request—one of many the Duquesne University professor has fielded—came from the Center for Coalfield Justice, an environmental nonprofit in southwestern Pennsylvania.  They told him about New Freeport, a small town in Pennsylvania’s Greene County that had experienced what’s called a “frac-out,” when drilling fluids used in the fracking process escape their intended path and end up at the surface or elsewhere underground, in this case via an abandoned gas well nearby. Residents had noticed strange odors and discoloration in their well water. Their pets were refusing to drink it. Now they wondered if it was unsafe.  Stolz, who has been testing water for signs of pollution from fracking for more than 10 years, agreed to find out. The testing that he and his colleagues carried out over the next two years shows that residents were right to be concerned. They found evidence for oil and gas contamination in a larger geographic area than was initially reported, according to a study published last month. Of the 75 samples tested, 71 percent contained methane.  “We found significant contamination,” Stolz said. “Essentially half of the people in our study had bad water.” Two of the wells registered “explosive levels of methane,” he said. “The homeowners had no clue it was that bad.”  Sarah Martik, the executive director at the Center for Coalfield Justice, said she was grateful for Stolz’s work. “Dr. Stolz has been one of the only people in our area that we can count on to come provide free water tests,” she said. Stolz said the more people heard about the study, the bigger it got. “It started essentially on Main Street, where that initial report came in,” he said. “But I gave a couple of presentations down there with our preliminary results, and it grew, and people started calling and saying, ‘Would you test my water?’” Guy Hostutler, the chairman of the Board of Supervisors in Freeport Township, where New Freeport is located, said at least 22 households there rely on holding tanks called water buffaloes right now because of contamination, and others are using five-gallon jugs brought in by the Center for Coalfield Justice. Some people have installed filter systems.  In addition to the pollution issues, some New Freeport residents have also recently noticed their wells are drying up.  In 2024, residents filed a class-action lawsuit against fracking company EQT, the owner of the well pad that is the alleged source of the frac-out. “I am hopeful that this publication is going to lend a lot of credibility to that fight,” Martik said. “This study is really a validation of what people already know. They have this thing that they’re able to point to now and say, ‘Hey, EQT, this did happen, and I have been impacted.’”  EQT has maintained that it bears no responsibility for the contamination. The company did not respond to a request for comment. When the Pennsylvania Department of Environmental Protection tested wells in New Freeport, the agency found that the water was not safe for human consumption but did not find a link to oil and gas drilling, according to spokesman Neil Shader.  “If you suspect that there’s ever going to be any drilling, get your water tested,” so you’ll have a baseline for comparison. Stolz said he thought DEP had not “fully utilized the data they have” to make a determination on the source of the contamination, which is complicated by the fact that an abandoned conventional gas well was involved. “You have to look at the broader picture and the timeline of events,” he said. “It’s very clear that things changed after the frac-out.” DEP is now investigating more recent complaints in the area that water sources have been contaminated by oil and gas. New Freeport is not the only town in Pennsylvania to find its water contaminated after oil and gas drilling took place nearby. Its story mirrors that of Dimock, a community in the northeastern part of the state that has been without clean water for more than a decade. Dimock made headlines around the world after residents were filmed setting fire to their water. They’re still waiting for a promised public water line.  Groundwater contamination poses particularly acute public health dangers in Pennsylvania, where more than 25 percent of adults use private wells as their primary source for drinking water, 10 percentage points higher than the national average.  And the water in those private water wells—serving more than 3 million people—is rarely tested, according to Penn State University’s Drinking Water program. “You’re looking at community after community across the state and in the tri-state region losing their water. What we’re trying to call attention to is these things happen, and somebody has to be accountable,” Stolz said.  Daniel Bain, a co-author of the study and a professor at the University of Pittsburgh, said companies’ denial of responsibility for contamination becomes increasingly difficult to swallow as the number of incidents rises. “They start to lose credibility. When they say there’s no problem, then you’re like, ‘Well, who do I trust? Do I trust my water ever again?’” he said. Frac-outs are relatively rare, but Pennsylvania’s hundreds of thousands of abandoned and orphaned oil and gas wells make them more probable. These wells are not easily detectable, their locations are often unknown and they’re estimated to be more numerous here than in any other state.  DEP recorded 54 “communication” incidents, as frac-outs are called, between 2016 and 2024.  The Freeport township supervisors have one piece of advice for others who live near fracking. “If you suspect that there’s ever going to be any drilling, get your water tested,” said Tim Brady, the vice-chairman.  Residents can contact Penn State’s Agricultural Analytical Services Laboratory to get testing for oil and gas contaminants, which costs $75. “Pay the money to have the test done so you have it in hand,” Brady said. “It helps not only you, but it would also help your local government. Seventy-five dollars is worth its weight in gold whenever it comes to fighting a battle like this.”   With baseline test results, investigators can more easily pinpoint the source of the contamination, allowing them to distinguish between fracking pollution and other sources, like old coal mines and abandoned oil and gas wells.   Stolz and Bain’s approach relies on “the preponderance of evidence” to separate fracking contamination from legacy pollution caused by other fossil fuel extraction. The results in this paper present “compelling evidence that the frac-out profoundly changed local well water chemistry even without sample data prior to the event for comparison,” according to the authors. Bain said the unpredictable nature of frac-outs means their impacts are more likely to evade regulatory scrutiny. According to state law, contamination within 2,500 feet of a fracking well is presumed to be caused by that drilling. But there is no such “zone of presumption” for frac-outs.  “If it were around a well, it would be 2,500 feet. But because it’s around a frac-out, it’s zero feet, and there’s no responsibility whatsoever,” Bain said. Just last month, Freeport Township declared a disaster emergency, stating that the frac-out had “endangered or will endanger the health, safety and welfare of a substantial number of persons residing in Freeport Township.” Local officials are working to resolve the crisis on several fronts: opening a new investigation with DEP over the water quantity issues, raising money to build a public water line and talking to state and federal officials about what options they have for funding.  “We’re doing everything in our power,” Hostutler said. “We’re going to fight as long as we can.” Hostutler said a few people have moved away in the three years since the frac-out happened, and others are trying to sell their houses. A water buffalo costs $3,000 a month, an expense many residents cannot afford. He worries about what will happen over the long term to the community, which he describes as a close-knit little village where everyone knows each other and looks out for one another.  “We’ve lost a lot of residents over the years. And we want to keep what we have,” Brady said. “It’s not going to be easy, but you just take a look at all the towns around here that’s lost water. They’re nonexistent anymore. We don’t want to end up like that. If you don’t have water, you don’t have anything.”

Water bills for millions of households in England will increase by even more than expected after the competition regulator gave the green light for five water suppliers to raise charges to customers – but rejected most of the companies’ demands.An independent group of experts appointed by the Competition and Markets Authority (CMA) decided provisionally to let the companies collectively charge customers an extra £556m over the next five years, it said on Thursday. That was only 21% of the £2.7bn that the firms had requested.The five companies – Anglian, Northumbrian, Southern, Wessex and South East – together serve 14.7 million customers. The changes will add 3% on average to those companies’ bills, on top of the 24% increase previously allowed.The companies appealed to the CMA in February for permission to raise bills by more than allowed previously by the industry regulator, Ofwat. They argued they needed more to meet environmental standards.Water bills have become the subject of significant political controversy in recent years in the UK amid widespread disgust over leaks of harmful sewage into Britain’s rivers and seas.Emma Hardy, the water minister, said: “I understand the public’s anger over bill rises – that’s why I expect every water company to offer proper support to anyone struggling to pay.“We’ve made sure that investment cash goes into infrastructure upgrades, not bonuses, and we’re creating a tough new regulator to clean up our waterways and restore trust in the system.”English and Welsh water companies are mostly privately owned, but the prices the local monopolies can charge customers are regulated by Ofwat over five-year periods. Ofwat in December said average annual household bills could rise by 36% to £597 by 2030 to help pay for investment.Ofwat said the companies could spend £104bn in total, paid by consumers.The allowed bill increases stopped well short of the water companies’ requests. The CMA said the expert panel had largely reject companies’ funding requests for new activities and projects beyond those agreed by Ofwat. However, the panel did allow more money for returns to investors, to reflect sustained high interest rates since the bills increases were approved.Anglian Water, serving the east of England and Hartlepool, asked for the average annual household bill to rise to £649 – a 10% increase – but was granted only £599, or 1%. Northumbrian, mainly in north-east England, asked for £515, or 6%, and was given £495, also 1%.South East Water, which only provides drinking water and not sewage services in several home counties, asked for an 18% increase to £322, but was allowed 4% to £286. Southern Water, on England’s south-east coast, asked for a 15% increase to £710. That would have been the highest bill in England and Wales, but it was allowed only a 3% increase to £638.Wessex Water in south-west England asked for an 8% increase to £642, and was granted the biggest proportional increase on appeal of 5% to £622.The CMA and other regulators have faced pressure from the Labour government to put more focus on economic growth. In 2024 alone, four of these five companies were responsible for at least 1.4m hours of sewage discharges into rivers and seas – a stark illustration of ongoing environmental harm.”The CMA group’s decision will also be carefully considered by Thames Water, Britain’s biggest water company with 16 million customers. Thames also appealed initially but has agreed to pause it while the utility and its creditors negotiate with Ofwat over a restructuring plan to try to cut its debt burden and prevent it collapsing into temporary government control.Thames is still considering a request for a further £4bn. The Whispers of Rock is a personal journey through aeons of geology

In her new book, earth scientist Anjana Khatwa writes a love letter to Earth's rocks and mountains, offering a passionate blend of science and spirituality

How often do we think about the materials that make up the pavements we walk on, or the origins of the pebbles we pick up while sitting at the beach? And how often do we realise the importance of geology when it comes to nature writing and the hard-hitting conversations now happening about our warming world? Any action concerning climate change and the future of our planet needs to incorporate how we interact with the components that make up our world. How fortunate, then, that we can gain such an understanding from earth scientist Anjana Khatwa and her new book, The Whispers of Rock: Stories from the Earth. Billed as an “exhilarating journey through deep time”, it is a love letter written with such passion that you can’t help but be moved. Khatwa has devoted much of her life to spreading the gospel of geology, and here she offers clinical, scientific substance to back up her extraordinary depth of feeling. Throughout the book, she is methodical in her explanations of subjects such as how mountains, craters and slate are formed, while also weaving in fascinating details. We learn that the Taj Mahal in India, an iconic symbol of love, was constructed with ivory-white Makrana marble, the origins of which date back to when several primitive land masses collided nearly 2 billion years ago. A recipe incorporating those tectonic movements, cyanobacteria, photosynthesis and calcium carbonate led to the rock used in this extraordinary monument, a much more complex process than might be realised at first glance. Once she has established their scientific foundation, Khatwa brings the stories of rocks and minerals to life – and does so far more sensually than any school geology lesson I can remember. In Petra, Jordan, she pushes the reader to take heed of the negative space where rock has been cut back to form buildings, and the beauty that can emerge in unexpected places. Among sandstone and quartz, the rocks whisper “these patterns you see are the traces of rivers of old”, she writes. These are Khatwa’s friends, and soon these “story keepers of time” become ours too. “ A recipe incorporating tectonic collisions, photosynthesis and more led to the marble used in the Taj Mahal “ Khatwa’s love of rocks emerged as a child, when she walked over solidified lava flows in south-east Kenya. In her book, she takes us with her around the world and across aeons, all the way to her home of 20 years in Dorset, UK, where the Jurassic Coast World Heritage Site and its 185 million years of geological history are her neighbours. On this journey, we come to learn how rocks have shaped her and our world alike. We visit Stonehenge’s massive sarsen stones on Salisbury plain in the UK, uncover the science and mythology of the pounamu greenstones in New Zealand and follow the racial and political history of the Black Belt, a region of dark, fertile soil in the US South that was dominated by cotton plantations, following the forced removal of Indigenous communities. But what makes this book really stand out is Khatwa’s personal touch. She offers us vulnerability, sharing her own experiences of motherhood and faith, while not shying away from the fact that the environmental sector in which she works is one of the least diverse fields in the UK. She describes how she found herself “moulded into a different person by the whiteness of the environments I worked in”, with her cultural and spiritual identity taking second place to her scientific self. This book is a must-read for anyone trying to balance that duality, as well as those who wish to understand it. We cheer Khatwa on as she holds on tight to her rocks and navigates spaces of belonging and unbelonging. The Whispers of Rock is so packed with information that every chapter requires you to step away and process it. Khatwa is also deliberately provocative, admitting from the beginning of the book that its alliance of science and spirituality may cause discomfort and consternation in some readers because it just isn’t what people are used to.
