Changing Course, Honolulu Is Now Planting Food in Public Spaces

Honolulu Skyline passengers may notice something different on their morning rail commute: more than half-a-dozen planter boxes full of growing tomatoes, eggplants, scallions and sweet potatoes, among other edible plants. Native ku‘uli, ’ākia, ’ohai, ʻākulikuli and kī can be found close by, planted on Thursday by a group of volunteers from the city and nonprofit sector as part of a nascent program aimed at making free food available in public spaces. The planting represents a paradigm shift for Honolulu, and possibly the state. Local authorities have long avoided growing edible plants and trees because of legal fears – mostly liability — over things like falling coconuts, fruit theft or slippery mangoes on the ground.But now Honolulu is vying for a $1 million grant from Bloomberg Philanthropies to flip the script, as one of 50 cities globally identified as finalists of the Mayors Challenge, in which the organization calls on cities to reimagine the services they provide.For Honolulu, that means intermingling food, housing and transit by increasing food access for commuters in public spaces. The model is a prototype, one Honolulu Office of Economic Revitalization Director Amy Asselbaye says has been informed by public demand for more food trees and public gardens throughout Oʻahu.Government-sanctioned urban gardening and food tree planting had been nixed over concerns about who will oversee, tend to and harvest the plants, as well as who might be liable and who will benefit. County departments have welcomed the change, including the parks department, Asselbaye says. Ultimately, she said, the goal is to transform the transit stations into food hubs, where commuters could take an ʻulu or some kī leaves for dinner instead of worrying about the price of groceries. “We want to create that possibility,” Asselbaye said, “and see how residents respond to it.”Earth Innovation ’s Kima Wassel Hardy, a consultant for the city, says the project illustrates that food doesn’t have to be only grown by farmers in far-flung fields, but can be made readily accessible and available in different settings. And the plants have environmental benefits too. At the pilot stations in Kapolei and Waipahu, patches of grass and shrubs have now been replaced with native plants better adapted to West Oʻahu’s drier conditions. There’s going to be “less weed whackers, less leaf blowers, more harvesting and, hopefully, more community engagement,” Wassel Hardy said. “This is still the ʻāina, even if it’s covered in asphalt.” Meanwhile, the county has teamed up with westside feeding initiative ʻElepaio Social Services to run a mobile food pantry and will host a farmers market during peak commute times, to increase access to food among commuters. “People have been talking about this for years,” Asselbaye said. “We’re going to prototype how we do this and we’re not going to try to set too many rules while we figure it out.” Community-driven efforts to grow food in urban spaces are not new to the islands, though most have failed to take root due to concerns they would become unwieldy. The state has arrested people for planting food trees several times in the past, while other efforts on Oʻahu have resulted in community groups overseeing food forests on state lands, such as an ʻulu and coconut grove in Kahaluʻu led by Sen. Brenton Awa. But it has taken more than a decade for Honolulu to warm to the idea of planting food forests or having publicly available food for residents, with years of failed attempts to get official permission. Friends of Kamaliʻi Park in downtown Honolulu were among the first to try, as the Department of Parks and Recreation shut the idea down despite funding and support from then-Councilwoman Tulsi Gabbard. Hawaiʻi food systems planner Hunter Heaivilin, whose 2014 master’s thesis centered on urban agriculture, found in his research that a complex web of ideas and policy hurdles, including liability concerns and zoning restrictions, sat in the way of growing food on up to 10,000 acres of viable land in urban Honolulu. “The concern, in those conversations, was that the food trees would be ‘an attractive nuisance,’” Heaivilin said. The state has recognized the potential of urban agriculture, including in a 2013 bill encouraging state housing developers to include urban gardening programs into affordable housing projects. That law, Act 202, has largely been ignored, Heaivilin says.Since then, even with state and federal support, community-driven urban gardening initiatives have mostly misfired, including in Kakaʻako where a community garden project stalled in 2018.Despite the delay, Heaivilin is applauding the new development, hoping it will pave the way for more projects to increase access to food across urban Oʻahu. Year Of Our Community Forests Community organizations have meanwhile continued to find workarounds to increase access to food as well as cultural and community connection.One such initiative, run by Grow Good Hawaiʻi, has several projects centered on distributing and cultivating food trees statewide, including in people’s backyards, while also troubleshooting for residents across Oʻahu. The process is intended to help food security within communities while mitigating the effects of climate change.Gov. Josh Green in January dubbed 2025 the Year of Our Community Forests, a move intended to increase awareness of the need to promote the conservation and care of forests – both urban and rural – throughout the state.Lawmakers passed a bicameral resolution last session urging the state Department of Land and Natural Resources to work with the community to look after forests on public lands.Part of that, according to state urban forester Heather McMillen, has been workshopping solutions to longstanding concerns about liability and care for the trees and their fruit. A solution hasn’t been found yet, she said, but community buy-in will be central to any resolution.To be sure, state forest reserves already have wild food available for residents to forage after obtaining a free permit, and the state forestry division’s Kaulunani Urban and Community Forestry Program is promoting urban forests and forested areas on the urban-rural borders of Hawaiʻi.McMillen, who leads the program, hopes the resolution will lead to permanent funding moving forward that’s dedicated to urban forestry, perhaps from the state’s new green fee.The Kaulunani program calculated urban trees provided $90 in environmental benefits per tree. For every dollar spent on tree care, the tree provides about $3 in benefits — including pollution removal, rain interception, carbon storage and electricity savings. As of 2023, the program had injected $4.6 million into more than 450 forestry projects.Across the islands, municipal trees store over 25,000 tons of carbon dioxide, remove 3,340 tons of CO2 each year and mitigate 35 million gallons of stormwater runoff each year, while playing an important role in cooling the urban environment.“We know it’s going to get worse. LOS ANGELES (AP) — A wealthy enclave in Southern California that has been threatened for years by worsening landslides faced more land movement this week but suffered minimal damage. Four backyards in Rancho Palos Verdes were damaged Saturday evening by significant soil movement from the sinking land, but there was no structural damage to homes and no injuries were reported, according to a news update on the city's website. No homes were tagged. About 300 to 400 linear feet (91 to 122 meters) of a coastal slope sloughed off, falling about 50 to 60 feet (15 to 18 meters) toward the ocean, according to the Los Angeles County Fire Department. The movement’s cause is still under investigation. The public is being advised to avoid the shoreline where the movement occurred out of an abundance of caution.City officials said the event was unrelated to the continual land movement known as the Portuguese Bend Landslide Complex, about 4 miles (6 kilometers) southeast, that has wreaked havoc on scores of multimillion-dollar homes perched over the Pacific Ocean. About 70 years ago, the Portuguese Bend landslide in Rancho Palos Verdes was triggered with the construction of a road through the area, which sits atop an ancient landslide. It destroyed 140 homes at the time, and the land has moved ever since.More homes have collapsed or been torn apart since. Evacuation warnings have been issued, and swaths of the community have had their power and gas turned off. The once slow-moving landslides began to rapidly accelerate after several years of torrential rains in Southern California. Last year, Gov. Gavin Newsom declared a state of emergency for the area. The city is urging the governor to sign into a law a bill that would expand California's definition of emergencies to include landslides and events made worse by climate change. EPA, EES Coke Battery Are $135 Million Apart on Clean Air Act Penalties as Pollution Trial Ends

The U.S. Environmental Protection Agency is asking a judge to order a Michigan plant to pay a $140 million civil penalty over emissions and begin operating with full desulfurization technology within three years

When faced with testimony that Zug Island’s EES Coke Battery is one of Michigan’s worst sulfur dioxide polluters, an attorney for the facility said Monday: “So what?” The DTE Energy-owned facility was “permitted to do so,” said Michael Hindelang, attorney for the utility and its subsidiaries that are defendants in the EPA’s Clean Air Act lawsuit over the emissions.Hindelang and a U.S. attorney representing the EPA made their closing arguments Monday in a federal bench trial. U.S. District Judge Gershwin Drain said each party has until Oct. 9 to submit its findings of fact in the case.The EPA requested that EES Coke Battery pay a $140 million civil penalty and begin operating with full desulfurization technology within three years.Hindelang said a $5 million penalty should be assessed against EES Coke Battery, and the facility should continue reasonable environmental reporting requirements until otherwise directed by the state. The court should decide whether it’s a civil fine or environmental mitigation funding, and the facility is willing to install pollution controls that would reduce at least 33% of sulfur dioxide emissions, he said.The EPA is asking Drain to order the installation of full desulfurization, including the best available control technology with the lowest achievable emissions rate. EES Coke Battery produces coke, a raw material in the steelmaking process. The facility has contracts of one to five years in length to sell its product to Cleveland-Cliffs and ArcelorMittal, a DTE Vantage executive testified last week. Drain ruled Aug. 25 that EES Coke Battery violated the Clean Air Act by making a major modification to its operations, instead of a minor modification as its 2014 permit allowed. EPA lawyer on Zug Island pollution: ‘They buried their heads in the sand’ The U.S. government seeks to bring EES Coke Battery back into compliance and secure a penalty, Benson said Monday.To follow the law, EES Coke Battery needs to obtain New Source Review permits from the state within 90 days, pay $140 million, and begin operating full desulfurization within three years, he said. New Source Review is a Clean Air Act permitting program that requires facilities to install modern pollution controls when they build new plants or make major modifications.“This is not a shutdown order. Defendants can afford to comply with the law and keep running the battery,” Benson said. Hindelang said the government’s proposal amounts to a shutdown order — “a wolf in sheep’s clothing,” he said. The government is asking for an order EES Coke Battery cannot afford or physically accommodate, and it’s on an unfeasible timeline, Hindelang said. “Benson is saying the quiet part loud: ‘clean up or shut down,’” he said.EES Coke Battery can either clean up, by installing pollution controls that would cut at least 33% of sulfur dioxide emissions, or shut down, Hindelang said. The desulfurization technology the EPA proposes is “massively expensive” and would not fit on Zug Island, he said. EES Coke Battery can afford a Claus reactor, a type of desulfurization technology, that could prevent future violations on the island, Hindelang said. The Claus reactor is “good,” Hindelang said, but the government wants “great,” and “great is a shutdown order,” he said. Benson said a 33% reduction in sulfur dioxide emissions is “not a solution at all.” Referring to New Source Review permitting, the U.S. attorney said: “You can’t uncrack an egg.“Once a major modification is done, the law steps in,” Benson said. “The Clean Air Act has spoken, and they have to install the best available control technology and lowest achievable emissions rate.” Hindelang said EES Coke Battery made good faith efforts to comply with its permits, while Benson said the state never approved emissions increases that it did not know were occurring. “Closing your eyes is a choice that brought us here today,” he said. Clean Air Act penalties factor in the duration of a violation, which is seven years in this case, Benson said; prior payments, of which he said there are none; and the seriousness of the violation based on health impacts.“They buried their heads in the sand and hoped the court wouldn’t notice. They already harmed thousands of people downwind,” Benson said.“The community didn’t choose to roll the dice, but they lost nonetheless. Some had heart attacks, some died earlier than they should have.” Hindelang said installing desulfurization technology takes six years, not the three the government is requesting, “if everything goes smoothly.”Permitting would take two years, installation of desulfurization technology would take three, and engineering design would take more than a year, he said. The waterfall effect of a shutdown order would include a loss of $450 million in economic output from EES Coke Battery, a $900 million overall loss to Michigan, and 2,700 job losses across the state, Hindelang said. A shutdown order would eliminate the coke that supports the production of 2.5 million tons of steel a year, he said. EPA, DTE on Zug Island facility’s public health impact Twenty-six premature deaths, 3.8 nonfatal heart attacks, 8,000 acute respiratory symptom days, 14.5 new asthma cases, and additional Alzheimer’s cases are modeled to have occurred in 2019 due to sulfur dioxide and particulate matter pollution from the coke battery, an epidemiologist testified in federal court earlier in the trial.Joel Schwartz, professor at the Harvard T.H. Chan School of Public Health, said the social cost of pollution from EES Coke Battery from 2019-2022 totals $1 billion. An air quality expert with 40 years of experience testified Sept. 17 that EES Coke Battery’s excess particulate matter emissions are “one of the largest sources I’ve ever seen.”Pollution from the coke battery reached Maine, Missouri, and North Carolina’s coast, according to Lyle Chinkin, an air quality expert and CEO and chief scientist of Sonoma Technology.Hindelang said Monday there’s no proof that public health impacts can be traced to EES Coke Battery emissions. “We understand the concerns of the Sierra Club witnesses,” Hindelang said. Some of the witnesses called to testify were lifelong residents of 48217, the highly polluted zip code near Zug Island. Their stories of red-orange skies are from long before the coke battery opened, Hindelang said. The tropical beauty of Thailand’s Phi Phi islands is not the kind of place where most PhD journeys begin. For Sarah Sajedi, however, it was not the beaches themselves but what lay beneath them that sparked her decision to leave a career in business and pursue academic research. “I was standing there looking out at this gorgeous view of the Andaman Sea, and then I looked down and beneath my feet were all these pieces of plastic, most of them water bottles,” she says. “I’ve always had a passion for waste reduction, but I realized that this was a problem with consumption.” Sajedi, BSc ’91, decided to return to Concordia to pursue a PhD with a focus on plastic waste. As the co-founder of ERA Environmental Management Solutions, a leading provider of environmental, health, and safety software, she brought decades of experience to compliment her studies. Her latest paper, published in the Journal of Hazardous Materials, looks at the science around the health risks posed by single-use plastic water bottles. They are serious, she says, and seriously understudied. Sarah Sajedi with Chunjiang An: “Drinking water from plastic bottles is fine in an emergency but it is not something that should be used in daily life.” Tiny threats, little known In her analysis of more than 140 scientific papers, Sajedi reports that people ingest an estimated 39,000 to 52,000 microplastic particles each year. For those who rely on bottled water, that number climbs even higher—about 90,000 additional particles compared to individuals who primarily drink tap water. These particles are invisible to the eye. Microplastics range in size from one micron (a thousandth of a millimeter) to five millimeters, while nanoplastics are smaller than a single micron. They are released as plastic bottles are manufactured, stored, transported, and gradually degrade. Because many bottles are made from low-grade plastic, they shed particles whenever they are handled or exposed to sunlight and changes in temperature. Once inside the body, these small plastics can pass through biological barriers, enter the bloodstream, and reach major organs. Their presence may contribute to chronic inflammation, cellular oxidative stress, hormone disruption, reproductive issues, neurological damage, and some cancers. Still, their long-term impacts are not fully understood, largely because of limited testing and the absence of standardized ways to measure and track them. Sajedi also outlines the range of methods available to detect nano- and microplastics, each with benefits and limitations. Some approaches can locate particles at extremely small scales but cannot reveal their chemical makeup. Others identify the material composition but overlook the tiniest plastics. The most sophisticated and dependable tools are often prohibitively expensive and not widely accessible. Education is the best prevention Sajedi is encouraged by the legislative action that has been adopted by governments around the world aimed at limiting plastic waste. However, she notes that the most common targets are single-use plastic bags, straws, and packaging. Very few address the pressing issue of single-use water bottles. “Education is the most important action we can take,” she says. “Drinking water from plastic bottles is fine in an emergency but it is not something that should be used in daily life. As Amazon's 'Flying Rivers' Weaken With Tree Loss, Scientists Warn of Worsening Droughts

Scientists warn that “flying rivers” — invisible streams of moisture that carry rain from the Atlantic Ocean westward across the Amazon — are weakening as deforestation and climate change advance

BOGOTA, Colombia (AP) — Droughts have withered crops in Peru, fires have scorched the Amazon and hydroelectric dams in Ecuador have struggled to keep the lights on as rivers dry up. Scientists say the cause may lie high above the rainforest, where invisible “flying rivers” carry rain from the Atlantic Ocean across South America.New analysis warns that relentless deforestation is disrupting that water flow and suggests that continuing tree loss will worsen droughts in the southwestern Amazon and could eventually trigger those regions to shift from rainforest to drier savanna — grassland with far fewer trees.“These are the forces that actually create and sustain the Amazon rainforest,” said Matt Finer, a senior researcher with Amazon Conservation’s Monitoring of the Andean Amazon Project (MAAP), which tracks deforestation and climate threats across the basin and carried out the analysis. “If you break that pump by cutting down too much forest, the rains stop reaching where they need to go.” What are flying rivers and how do they work? Most of the Amazon’s rainfall starts over the Atlantic Ocean. Moist air is pushed inland by steady winds that blow west along the equator, known as the trade winds. The forest then acts like a pump, effectively relaying the water thousands of miles westward as the trees absorb water, then release it back into the air.Brazilian climate scientist Carlos Nobre was among the early researchers who calculated how much of the water vapor from the Atlantic would move through and eventually out of the Amazon basin. He and colleagues coined the “flying rivers” term at a 2006 scientific meeting, and interest grew as scientists warned that a weakening of the rivers could push the Amazon into a tipping point where rainforest would turn to savanna.That's important because the Amazon rainforest is a vast storehouse for the carbon dioxide that largely drives the world's warming. Such a shift would devastate wildlife and Indigenous communities and threaten farming, water supplies and weather stability far beyond the region. Warning signs in Peru and Bolivia The analysis by Finer's group found that southern Peru and northern Bolivia are especially vulnerable. During the dry season, flying rivers sweep across southern Brazil before reaching the Andes — precisely where deforestation is most intense. The loss of trees means less water vapor is carried westward, raising the risk of drought in iconic protected areas such as Peru’s Manu National Park.“Peru can do everything right to protect a place like Manu,” Finer said. “But if deforestation keeps cutting into the pump in Brazil, the rains that sustain it may never arrive.”Nobre said as much as 50% of rainfall in the western Amazon near the Andes depends on the flying rivers.Corine Vriesendorp, Amazon Conservation’s director of science based in Cusco, Peru, said the changes are already visible. “The last two years have brought the driest conditions the Amazon has ever seen,” Vriesendorp said. “Ecological calendars that Indigenous communities use — when to plant, when to fish, when animals reproduce — are increasingly out of sync. Having less and more unpredictable rain will have an even bigger impact on their lives than climate change is already having.” Forest makes a fragile pump MAAP researchers found that rainfall patterns depend on when and where the flying rivers cross the basin. In the wet season, their northern route flows mostly over intact forests in Guyana, Suriname and northern Brazil, keeping the system strong. But in the dry season — when forests are already stressed by heat — the aerial rivers cut across southern Brazil, where deforestation fronts spread along highways and farms and there simply are fewer trees to help move the moisture along.“It’s during the dry months, when the forest most needs water, that the flying rivers are most disrupted,” Finer said. Finer pointed to roads that can accelerate deforestation, noting that the controversial BR-319 highway in Brazil — a project to pave a road through one of the last intact parts of the southern Amazon — could create an entirely new deforestation front.For years, scientists have warned about the Amazon tipping toward savannah. Finer said the new study complicates that picture. “It’s not a single, all-at-once collapse,” he said. “Certain areas, like the southwest Amazon, are more vulnerable and will feel the impacts first. And we’re already seeing early signs of rainfall reduction downwind of deforested areas.”Nobre said the risks are stark. Amazon forests have already lost about 17% of their cover, mostly to cattle and soy. Those ecosystems recycle far less water. “The dry season is now five weeks longer than it was 45 years ago, with 20 to 30% less rainfall,” he said. “If deforestation exceeds 20 to 25% and warming reaches 2 degrees Celsius, there’s no way to prevent the Amazon from reaching the tipping point.”Protecting intact forests, supporting Indigenous land rights and restoring deforested areas are the clearest paths forward, researchers say.“To avoid collapse we need zero deforestation, degradation and fires — immediately,” Nobre said. “And we must begin large-scale forest restoration, not less than half a million square kilometers. California needs biomass energy to meet its wildfire goals. Its projects keep going South

California needs to burn vegetation both for wildfire mitigation and to generate power. So why do biomass energy projects keep leaving the state?

Arbor Energy is, essentially, a poster child of the kind of biomass energy project California keeps saying it wants.The state’s goal is to reduce wildfire risk on 1 million acres of wildlands every year, including by thinning overgrown forests, which is expected to generate roughly 10 million tons of wood waste annually. Arbor hopes to take that waste, blast it through a “vegetarian rocket engine” to produce energy, then sequester all of the carbon the process would generate underground.California has billed Arbor — and the handful of other similarly aimed projects it’s financed — as a win-win-win: wildfire mitigation, clean energy and carbon sequestration all in one.Yet, after Arbor initially won state financial backing for a pilot project in Placer County, the El Segundo-based company’s California ambitions fell through, like many biomass projects before it.Instead, it’s heading to Louisiana.California, biomass energy advocates say, has struggled to get past its distrust of the technology, given traditional biomass’ checkered past of clear-cutting forests and polluting poorer communities. Further, the state’s strict permitting requirements have given residents tremendous power to veto projects and created regulatory headaches.But many environmental groups argue it’s an example of California’s environmental and health protections actually working. If not done carefully, bioenergy projects run the risk of emitting carbon — not sequestering it — and polluting communities already grappling with some of the state’s dirtiest air. “When you look at biomass facilities across California — and we’ve done Public Records Act requests to look at emissions, violations and exceedances ... the reality is that we’re not in some kind of idealized pen-and-paper drawing of what the equipment does,” said Shaye Wolf, climate science director at the Center for Biological Diversity. “In the real world, there are just too many problems with failures and faults in the equipment.”There are simpler and safer uses for this wood waste, these critics say: fertilizer for agriculture, wood chips and mulch. It may not provide carbon-negative energy but comes with none of the risks of bioenergy projects, they say. The Center for Biological Diversity and others advocate for a “hands-off” approach to California’s forests and urge management of the wildfire crisis through home hardening and evacuation planning alone. But fire and ecology experts say more than a century of fire suppression have made that unrealistic.However, the sweeping forest-thinning projects these experts say are needed will cost billions, and so the state needs every source of funding it can get. “Our bottleneck right now is, how do we pay for treating a million acres a year?” said Deputy Chief John McCarthy of the California Department of Forestry and Fire Protection, who oversees the agency’s wood products and bioenergy program.In theory, the class of next-generation biomass energy proposals popping up across California could help fund this work.“California has an incredible opportunity,” said Arbor chief executive and co-founder Brad Hartwig. With the state’s leftover biomass from forest thinning, “we could make it basically the leader in carbon removal in the world.”A lot of wood with nowhere to goBiomass energy first took off in California in the 1980s after small pioneering plants at sawmills and food-processing facilities proved successful and the state’s utilities began offering favorable contracts for energy sources they deemed “renewable” — a category that included biomass. In the late ‘80s and early ‘90s, the state had more than 60 operating biomass plants, providing up to 9% of the state’s residential power. Researchers estimate the industry supported about 60,000 acres of forest treatment to reduce wildfire risk per year at the time. But biomass energy’s heyday was short-lived.In 1994, the California Public Utilities Commission shifted the state’s emphasis away from creating a renewable and diverse energy mix and toward simply buying the cheapest possible power.Biomass — an inherently more expensive endeavor — struggled. Many plants took buyouts to shut down early. Despite California’s repeated attempts to revitalize the industry, the number of biomass plants continued to dwindle.Today, only 23 biomass plants remain in operation, according to the industry advocate group California Biomass Energy Alliance. The state Energy Commission expects the number to continue declining because of aging infrastructure and a poor bioenergy market. California’s forest and wildfire leadership are trying to change that.In 2021, Gov. Gavin Newsom created a task force to address California’s growing wildfire crisis. After convening the state’s top wildfire and forest scientists, the task force quickly came to a daunting conclusion: The more than a century of fire suppression in California’s forests — especially in the Sierra Nevada — had dramatically increased their density, providing fires with ample fuel to explode into raging beasts.To solve it, the state needed to rapidly remove that extra biomass on hundreds of thousands, if not millions, of acres of wildlands every year through a combination of prescribed burns, rehabilitation of burned areas and mechanically thinning the forest.McCarthy estimated treating a single acre of land could cost $2,000 to $3,000. At a million acres a year, that’s $2 billion to $3 billion annually.“Where is that going to come from?” McCarthy said. “Grants — maybe $200 million … 10% of the whole thing. So, we need markets. We need some sort of way to pay for this stuff and in a nontraditional way.”McCarthy believes bioenergy is one of those ways — essentially, by selling the least valuable, borderline unusable vegetation from the forest floor. You can’t build a house with pine cones, needles and twigs, but you can power a bioenergy plant.However, while biomass energy has surged in Southern states such as Georgia, projects in California have struggled to get off the ground.In 2022, a bid by Chevron, Microsoft and the oil-drilling technology company Schlumberger to revive a traditional biomass plant near Fresno and affix carbon capture to it fell through after the U.S. Environmental Protection Agency requested the project withdraw its permit application. Environmental groups including the Center for Biological Diversity and residents in nearby Mendota opposed the project.This year, a sweeping effort supported by rural Northern California counties to process more than 1 million tons of biomass a year into wood pellets and ship them to European bioenergy plants (with no carbon capture involved) in effect died after facing pushback from watch groups that feared the project, led by Golden State Natural Resources, would harm forests, and environmental justice groups that worried processing facilities at the Port of Stockton would worsen the air quality in one of the state’s most polluted communities.Arbor believed its fate would be different. Bioenergy from the ground upBefore founding Arbor, Hartwig served in the California Air National Guard for six years and on a Marin County search and rescue team. He now recalls a common refrain on the job: “There is no rescue in fire. It’s all search,” Hartwig said. “It’s looking for bodies — not even bodies, it’s teeth and bones.”In 2022, he started Arbor, with the idea of taking a different approach to bioenergy than the biomass plants shuttering across California.To understand Arbor’s innovation, start with coal plants, which burn fossil fuels to heat up water and produce steam that turns a turbine to generate electricity. Traditional biomass plants work essentially the same but replace coal with vegetation as the fuel. Typically, the smoke from the vegetation burning is simply released into the air. Chun/Los Angeles Times) Arbor’s solution is more like a tree-powered rocket engine.The company can utilize virtually any form of biomass, from wood to sticks to pine needles and brush. Arbor heats it to extreme temperatures and deprives it of enough oxygen to make the biomass fully combust. The organic waste separates into a flammable gas — made of carbon monoxide, carbon dioxide, methane and hydrogen — and a small amount of solid waste.The machine then combusts the gas at extreme temperatures and pressures, which then accelerates a turbine at much higher rates than typical biomass plants. The resulting carbon dioxide exhaust is then sequestered underground. Arbor portrays its solution as a flexible, carbon-negative and clean device: It can operate anywhere with a hookup for carbon sequestration. Multiple units can work together for extra power. All of the carbon in the trees and twigs the machine ingests ends up in the ground — not back in the air.But biomass watchdogs warn previous attempts at technology like Arbor’s have fallen short.This biomass process creates a dry, flaky ash mainly composed of minerals — essentially everything in the original biomass that wasn’t “bio” — that can include heavy metals that the dead plants sucked up from the air or soil. If agricultural or construction waste is used, it can include nasty chemicals from wood treatments and pesticides.Arbor plans — at least initially — on using woody biomass directly from the forest, which typically contains less of these dangerous ash chemicals.Turning wood waste into gas also generates a thick, black tar composed of volatile organic compounds — which are also common contaminants following wildfires. The company says its gasification process uses high enough temperatures to break down the troublesome tar, but researchers say tar is an inevitable byproduct of this process. Chun / Los Angeles Times) Watchdogs also caution that the math to determine whether bioenergy projects sequester or release carbon is complicated and finicky.“Biomass is tricky, and there’s a million exceptions to every rule that need to be accounted for,” said Zeke Hausfather, climate research lead with Frontier Climate, which vets carbon capture projects such as Arbor’s and connects them with companies interested in buying carbon credits. “There are examples where we have found a project that actually works on the carbon accounting math, but we didn’t want to do it because it was touching Canadian boreal forest that’s old-growth forest.”Frontier Climate, along with the company Isometric, audits Arbor’s technology and operations. However, critics note that because both companies ultimately support the sale of carbon credits, their assessments may be biased.At worst, biomass projects can decimate forests and release their stored carbon into the atmosphere. Arbor hopes, instead, to be a best-case scenario: improving — or at least maintaining — forest health and stuffing carbon underground.When it all goes SouthArbor had initially planned to build a proof of concept in Placer County. To do it, Arbor won $2 million through McCarthy’s Cal Fire program and $500,000 through a state Department of Conservation program in 2023.But as California fell into a deficit in 2023, state funding dried up. So Arbor turned to private investors. In September 2024, Arbor reached an agreement with Microsoft in which the technology company would buy carbon credits backed by Arbor’s sequestration. In July of this year, the company announced a $41-million deal (well over 15 times the funding it ever received from California) with Frontier Climate, whose carbon credit buyers include Google, the online payment company Stripe and Meta, which owns Instagram and Facebook.To fulfill the credits, it would build its first commercial facility near Lake Charles, La., in part powering nearby data centers.“We were very excited about Arbor,” McCarthy said. “They pretty much walked away from their grant and said they’re not going to do this in California. … We were disappointed in that.”But for Arbor, relying on the state was no longer feasible.“We can’t rely on California for the money to develop the technology and deploy the initial systems,” said Hartwig, standing in Arbor’s plant-covered El Segundo office. “For a lot of reasons, it makes sense to go test the machine, improve the technology in the market elsewhere before we actually get to do deployments in California, which is a much more difficult permitting and regulatory environment.” Rigger Arturo Hernandez, left, and systems engineer Kevin Saboda secure Arbor’s proof-of-concept system in the company’s San Bernardino test site after its journey from Arbor’s headquarters in El Segundo. San Francisco-based Charm Industrial, whose technology doesn’t involve energy generation, began its sequestration efforts in the Midwest and plans to expand into Louisiana.The American South has less stringent logging and environmental regulations, which has led biomass energy projects to flock to the area: In 2024, about 2.3% of the South’s energy came from woody biomass — up from 2% in 2010, according to the U.S. Energy Information Administration. Meanwhile, that number on the West Coast was only 1.2%, continuing on its slow decline. And, unlike in the West, companies aiming to create wood pellets to ship abroad have proliferated in the South. In 2024, the U.S. produced more than 10.7 million tons of biomass pellets; 82% of which was exported. That’s up from virtually zero in 2000. The vast majority of the biomass pellets produced last year — 84% — was from the South. Watchdogs warn that this lack of guardrails has allowed the biomass industry to harm the South’s forests, pollute poor communities living near biomass facilities and fall short of its climate claims.Over the last five years, Drax — a company that harvests and exports wood pellets and was working with Golden State Natural Resources — has had to pay Louisiana and Mississippi a combined $5 million for violating air pollution laws. Residents living next to biomass plants, like Drax’s, say the operations have worsened asthma and routinely leave a film of dust on their cars.But operating a traditional biomass facility or shipping wood pellets to Europe wasn’t Arbor’s founding goal — albeit powering data centers in the American South wasn’t exactly either.Hartwig, who grew up in the Golden State, hopes Arbor’s technology can someday return to California to help finance the solution for the wildfire crisis he spent so many years facing head-on.“We’ve got an interest in Arkansas, in Texas, all the way up to Minnesota,” Hartwig said. “Eventually, we’d like to come back to California.”

Mihaela Papa discusses the BRICS Lab, her role at the Center for International Studies, and the center's ongoing ambition to tackle the world's most complex challenges in new and creative ways.

The Center for International Studies (CIS) empowers students, faculty, and scholars to bring MIT’s interdisciplinary style of research and scholarship to address complex global challenges. In this Q&A, Mihaela Papa, the center's director of research and a principal research scientist at MIT, describes her role as well as research within the BRICS Lab at MIT — a reference the BRICS intergovernmental organization, which comprises the nations of Brazil, Russia, India, China, South Africa, Egypt, Ethiopia, Indonesia, Iran and the United Arab Emirates. She also discusses the ongoing mission of CIS to tackle the world's most complex challenges in new and creative ways.Q: What is your role at CIS, and some of your key accomplishments since joining the center just over a year ago?A: I serve as director of research and principal research scientist at CIS, a role that bridges management and scholarship. I oversee grant and fellowship programs, spearhead new research initiatives, build research communities across our center's area programs and MIT schools, and mentor the next generation of scholars. My academic expertise is in international relations, and I publish on global governance and sustainable development, particularly through my new BRICS Lab. This past year, I focused on building collaborative platforms that highlight CIS’ role as an interdisciplinary hub and expand its research reach. With Evan Lieberman, the director of CIS, I launched the CIS Global Research and Policy Seminar series to address current challenges in global development and governance, foster cross-disciplinary dialogue, and connect theoretical insights to policy solutions. We also convened a Climate Adaptation Workshop, which examined promising strategies for financing adaptation and advancing policy innovation. We documented the outcomes in a workshop report that outlines a broader research agenda contributing to MIT’s larger climate mission.In parallel, I have been reviewing CIS’ grant-making programs to improve how we serve our community, while also supporting regional initiatives such as research planning related to Ukraine. Together with the center's MIT-Brazil faculty director Brad Olsen, I secured a MITHIC [MIT Human Insight Collaboration] Connectivity grant to build an MIT Amazonia research community that connects MIT scholars with regional partners and strengthens collaboration across the Amazon. Finally, I launched the BRICS Lab to analyze transformations in global governance and have ongoing research on BRICS and food security and data centers in BRICS. Q: Tell us more about the BRICS Lab.A: The BRICS countries comprise the majority of the world’s population and an expanding share of the global economy. [Originally comprising Brazil, Russia, India, and China, BRICS currently includes 11 nations.] As a group, they carry the collective weight to shape international rules, influence global markets, and redefine norms — yet the question remains: Will they use this power effectively? The BRICS Lab explores the implications of the bloc’s rise for international cooperation and its role in reshaping global politics. Our work focuses on three areas: the design and strategic use of informal groups like BRICS in world affairs; the coalition’s potential to address major challenges such as food security, climate change, and artificial intelligence; and the implications of U.S. policy toward BRICS for the future of multilateralism.Q: What are the center’s biggest research priorities right now?A: Our center was founded in response to rising geopolitical tensions and the urgent need for policy rooted in rigorous, evidence-based research. Since then, we have grown into a hub that combines interdisciplinary scholarship and actively engages with policymakers and the public. Today, as in our early years, the center brings together exceptional researchers with the ambition to address the world’s most pressing challenges in new and creative ways.Our core focus spans security, development, and human dignity. Security studies have been a priority for the center, and our new nuclear security programming advances this work while training the next generation of scholars in this critical field. On the development front, our work has explored how societies manage diverse populations, navigate international migration, as well as engage with human rights and the changing patterns of regime dynamics.We are pursuing new research in three areas. First, on climate change, we seek to understand how societies confront environmental risks and harms, from insurance to water and food security in the international context. Second, we examine shifting patterns of global governance as rising powers set new agendas and take on greater responsibilities in the international system. Finally, we are initiating research on the impact of AI — how it reshapes governance across international relations, what is the role of AI corporations, and how AI-related risks can be managed.As we approach our 75th anniversary in 2026, we are excited to bring researchers together to spark bold ideas that open new possibilities for the future.

Island nations often ask for his help after a shark bite, he says, “because I am actually presenting a new vision … I say, ‘You don’t have a problem with sharks, you have a problem with one shark.’”Human-shark conflicts are not solely the result of accidents or happenstance, Clua says. Instead, he says there are such things as problem sharks: bold individuals that may have learned, perhaps while still young, that humans are prey. Photograph: Dean Lewins/AAPThough culls of sharks after human-shark conflict are becoming less common and are generally regarded by scientists as ineffective, they do still happen. One of the last big culls took place near Réunion, a French island in the Indian Ocean, between 2011 and 2013, resulting in the deaths of more than 500 sharks. Even that was not enough for some – four years later, a professional surfer called for daily shark culls near the island.And so, in the immediate aftermath of the French tourist’s death in Saint-Martin, when one of Clua’s contacts called to explain what had happened, he recalls telling them: “Just go there on the beach … I want swabbing of the wounds.”After that bite and the one that occurred a month later, medical professionals collected samples of mucus that the shark had left behind to send off for analysis, though it took weeks for the results to come back. But as Clua and colleagues describe in a study published last year, the DNA analysis confirmed that the same tiger shark was responsible for both incidents.Even before the DNA test was complete, however, analysis of the teeth marks left on the Saint-Martin victim, and of the tooth fragment collected from her leg, suggested the perpetrator was a tiger shark (Galeocerdo cuvier) roughly 3 metres (10ft) long. Armed with this knowledge, Clua and his colleagues set out to catch the killer.During January and February 2021, Clua and his team hauled 24 tiger sharks from the water off Saint-Martin and analysed a further 25 sharks that they caught either around St Barts or St Kitts and Nevis.Eric Clua and his colleagues took DNA samples from nearly 50 tiger sharks to try to find one that had bitten two women. Photograph: Courtesy of Eric CluaBecause both of the women who were bitten had lost a substantial amount of flesh, the scientists saw this as a chance to find the shark responsible. Each time they dragged a tiger shark out of the water they flipped it upside down, flooded its innards with water, and pressed firmly on its stomach to make it vomit. A shark is, generally, “a very easy puker”, Clua says. The team’s examinations turned up no evidence of human remains.Clua and his colleagues also took DNA samples from each of the tiger sharks, as well as from dead sharks landed by fishers in St Kitts and Nevis. None matched the DNA swabbed from the wounds suffered by the two women.But the team has not given up. Clua is now waiting for DNA analysis of mucus samples recovered from a third shark bite that happened off Saint-Martin in May 2024. If that matches samples from the earlier bites, Clua says, that would suggest it “might be possible” to catch the culprit shark in the future.For people who don’t want to risk interacting with sharks, I have great news – swimming pools existCatherine Macdonald, conservation biologistThat some specific sharks have developed a propensity for biting people is controversial among marine scientists, though Lucille Chapuis, a marine sensory ecologist at La Trobe University in Australia, is not entirely sure why. The concept of problem animals is well established on land, she says. Terrestrial land managers routinely contend with problem lions, tigers and bears. “Why not a fish?” asks Chapuis. “We know that fishes, including sharks, have amazing cognitive abilities.”Yet having gleaned a range of opinions on Clua’s ideas, some marine scientists rejected the concept of problem sharks outright.A tiger shark. Photograph: Jeff Milisen/AlamyClua is aware that his approach is divisive: “I have many colleagues – experts – that are against the work I’m doing.”The biggest pushback is from scientists who say there is no concrete evidence for the idea that there are extra dangerous, human-biting sharks roaming the seas. Merely talking about problem sharks, they say, could perpetuate the idea that some sharks are hungry, human-eating monsters such as the beast from the wildly unscientific movie Jaws.Clua says the monster from Jaws and his definition of a problem shark are completely different. A problem shark is not savage or extreme; it’s just a shark that learned at some point that humans are among the things it might prey on. Environmental factors, as well as personality, might trigger or aggravate such behaviour.Besides the tiger shark that struck off Saint-Martin and St Kitts and Nevis, Clua’s 2024 study detailed the case of another tiger shark involved in multiple bites in Costa Rica. A third case focused on an oceanic whitetip shark in Egypt that killed a female swimmer by biting off her right leg. However, she says such behaviour must be rare. “They’re just opportunistic. I mean, these things eat tyres.”Diego Biston Vaz, curator of fishes at the Natural History Museum in London, also praises Clua’s work, calling it “really forensic”. He, too, emphasises it should not be taken as an excuse to demonise sharks. “They’re not villains; they’re just trying to survive,” he says.Chapuis adds that the small number of animals involved in Clua’s recent studies mean the research does not prove problem sharks are real. Plus, while some sharks might learn to bite humans, she questions whether they would continue to do so long term. People tend to defend themselves well and, given there are only a few dozen unprovoked shark bites recorded around the world each year, she says there is no data to support the idea that even the boldest sharks benefit from biting people.Plus, Clua’s plan – to capture problem sharks and bring them to justice – is unrealistic, says David Shiffman, a marine conservation biologist based in Washington DC. Even if scientists can prove beyond doubt that a few specific sharks are responsible for a string of incidents – “which I do not believe he has done”, Shiffman adds – he thinks finding those sharks is not viable.Any resources used to track down problem sharks would be better spent on preventive measures such as lifeguards, who could spot sharks approaching a busy beach, says Catherine Macdonald, a conservation biologist at the University of Miami in Florida.While identifying and removing a problem shark is better than culling large numbers, she urges people to answer harder questions about coexisting with predators. “For people who don’t want to risk interacting with sharks, I have great news,” she says. “Swimming pools exist.”Identifying and removing a problem shark is often regarded as better than culling large numbers. He’s working with colleagues on Saint-Martin to swab shark-bite injuries when they occur, and to track down potential problem sharks.Asked whether he has ever experienced a dangerous encounter with a large shark himself, Clua says that in 58 years of diving it has happened only once, while spear fishing off New Caledonia.
